I struggle to see a clear differenciation between output and outcome... 10x the amount of tickets will solve nothing if it's the wrong ones. Having good intuition about what is a bullshit-ceremony and spend the time wiser will probably yield more outcome (due to focus). And if such a person gives those insights to the greater team, this can really be a multiplier.
